I'm sure its possible. I know my Impala SS club guys have installed similiar set-ups on 1994-96 Impalas......You might be able to buy a wiring relay to make your factories work that way....
Certain Tbirds and Cougars in the 60s had factory lights that did that.....maybe there's a factory-ford thing you can install.

Jeff,
The above picture is a light module made specifically for 1967 Cougars and Mustangs. There are only two components missing which are the bezels and gaskets.
I was considering getting a relay/sequencing module for my stock tail lights but upon closer inspection, my passenger side light is ruined and so is the seal on the drivers side causing a nice case of rust around both lights..........not very happy at all, but I was going to have her repainted anyhow.
The above light modules are from Mustang Project. I've sent them an e-mail a few days ago and still waiting for a reply. I was wondering if anyone could give me some input as to how my blinker might have to modified to work with an all red tail light.

I just bought two new ones from O'Reilly auto parts. Both of mine on the passenger side crumbled this weekend when I pulle out both tailights. I too found some disturbing rust in this area where water was seeping behind the lights. Sanded and fixed it all. Used a good zinc primer and the closest can of white spray paint. It should do until I have it repainted. Anyone have a total repaint....like the panels and galss removed? Mind sharing what it roughly cost?

Big bucks to have it done. Quality materials are VERY expensive these days. Two-stage urethane paint price alone is... well, if you have a shop do all of this you're looking at least $3K and probably more. If you're up for it, the more prep you do yourself the less it's going to cost you. People have gotten nice paintjobs out of Maaco and the like - IF they do the prep, are willing to pay the Maaco guy to take his time, and if you get them to shoot a few extra coats (mainly the clear) so that you can bring it home and color-sand it, buff it out yourself. That's where you'll get the shine and the smoothest finish at the least cost. I just bought two new ones from O'Reilly auto parts. James- Gary is right- A decent repaint is not cheap. I had mine repainted two summers ago; did most of stripping and prep myself. Only rust I encountered was along the vinyl roof moulding a few inches away from the lower edge of rear window. Removed all chrome, bumpers included, all exterior trim, rear window, all interior seats, carpet, door panels, rear seat molded side panels, peeled off old vinyl roof & mouldings, dislodged rear tail lights,only loosely left them on for legal operation on roadways. Sanded and glazed the half vinyl roof area. I utilized a small local body & paint shop. maximum 2 cars at any given time. It cost me $2300 for minor rust repair &repaint, and another $540 for vinyl roof fabrication and reinstall of rear glass. I did not expect a "concours" job, and I didn't get it, I got a very decent looking job that I'm happy with. Good luck.
